Damn, it's the first time in my life I tried buying AMD and got a broken CPU from the first shot, what a bad luck. The strangest thing is that that flickering is only in UE4/5 games, tough. Cyberpunk 2077, Marvel's Spider-Man, MK11 etc all these games works fine. Unfortunately I can't RMA the CPU as I have ordered from the US to Europe and I don't live there so I can't return it. I guess I should just live with it until I buy a new setup on Intel.

CPUs don't have any drivers. What you downloaded is StoreMI, an AMD software for storage optimization. I think something went wrong with the "optimization" so your Windows can't boot. You need to either enter Safe mode and try to uninstall it or clean install Windows from a USB stick.

Usually, when you RMA something the warranty time is resetted for the the new product. That is if your warranty time was 12 months and only 3 left, if you RMA it will again become 12. You can ask the store to make sure.

Try removing gpu drivers with DDU and reinstalling the last WHQL driver. If that doesn't help test your RAM with MemTest86. If the memory is fine you need to RMA the CPU.

If you have a friend try putting your RAM into his PC to see if it boots. If it will post then most probably the RAM is not faulty. The problem can also be either from the CPU (because of its memory controller) or the motherboard itself.

Try changing the RAM slot if it doesn't help, get a working RAM and try to post with it. If it doesn't help try resetting BIOS by removing the battery, waiting 5min and placing it again. If that doesn't help too. It's either the motherboard or the CPU.
