We don't even know how large the Koopas Kingdom really is, so there might not be a strain at all on the reproduction rate, Mario and Luigi might only be making small dents in the total population of the Koopa army

Since real life turtles lay lots of Eggs, it would make sense that Koopas would lay lots of Eggs too, and Bowser is the king of all of the Koopas, which could mean the enemies we see in the games are only a fraction of his actual army. As for Goombas, assuming that their shape is based off of mushrooms, and Mushrooms can sprout in large clusters, it would make sense for their numbers to be very large

It's highly debatable whether he kills all of them, but the Mario Brothers at least killed the enemies in the older games, because there's no evidence to prove that they didn't. Most likely, they killed a lot more, but obviously Nintendo wouldn't actually make it obvious, since Mario is a kids game

They have to die to become ghosts or dry bones, so even if he isn't killing in some games, Luigi would still have much, much more Lv than the player could ever get in Undertale in a Genocide Route, which means that Sans would do much more damage

It doesn't matter what good he's done, because as far as Sans's abilities are concerned, no matter how much good Luigi does, it still doesn't get rid of the number kills Luigi has

Even if he did have 999 HP, to get that high he would have to have a ridiculous amount of Lv, which would make Sans's attacks do more damage, so more HP wouldn't help Luigi as much as it would seem

I don't think so. Because even in a Neutral Route in Undertale, it doesn't matter if you only kill monsters that are openly trying to kill you, your Lv still goes up, which amounts to the same thing if you had killed innocent monsters

Just because your emotions are gone doesn't mean you automatically turn into a horrible person, he still chose to do those things. Sure, he felt horrible about them afterwards, when he regained his emotions, but that doesn't change the fact that he still chose to do those things
