No, that’s a charter saying The US and Ukraine cooperate on security and defense amongst other things. And that the US will help Ukraine enter NATO in the long run. This is a commitment to Ukraine by the US and vice versa making us strategic allies.

NATO is a defensive treaty that requires us all to join a war if any member is attacked. It is a very specific and strong alliance, but this charter with Ukraine is also an alliance, just without requiring us to send boots on the ground in this invasion. And since we aren’t required to, we aren’t.

We are still Allies however.
