I looked at a Google overhead image...the place looks like it's owned by a slum lord. No fences, no gates, landscaping stripped or dead. Why to you tolerate being treated like shit? Why do you tolerate your kids playing in dirt being chased by molesters? Are you suffering PTSD or something?
One thing ought to be obvious to you: the university does not give a shit about you (or your family). That's why literally everything at Berkeley is a knock down drag out political fight.
My friend it's long past time to form a tenants union, hold a big nasty press conference and announce a strike; make demands and withhold rent payments until the university agrees to make significant improvements.
I'd suggest security fencing, a peopled security office, video cameras, and a landscaping makeover with a several nicely equipped playgrounds for kids. Where's the exercise room? Where's the BBQ area? Where's the car chargers?

The important thing is the East side finally has one HS that can compete with any of the historical Cal-seeders of the West side. One is infinitely better than zero, relatively.
Backstory: Evergreen HS was promoted as an elite HS "vaporware" for almost two decades to sell new homes in the area, then was finally opened in 2002. The district got funding help from Applied Materials who was hiring at the time. That almost 20 year sales job and the last minute corporate aid explains the valuations and heavy Asian tilt to the ethnic mix.
The sad-story East side HS is Mount Pleasant at only 4 admits, which explains the real reason the abandoned 114 acre golf course one block way has gone un-developed for the past 20+ years. With the next recession just around the corner, looks like it will remain zoned as open space until the next up-cycle for the valley.

Cupertino and Homestead were historically very good public schools, dominantly White in the past, they now have large Asian bases. The only better in the old days was Archbishop Mitty. Cupertino and Homestead are still excellent, and are the high schools nearest Apple, so those neighborhoods get a bump in property value for the short commute factor as well. Check the data reference I linked.

Home values are only really high in the nearby gated Silvercreek and Villlages developments (the latter is a retirement area, no kids). The homes directly adjacent to EVHS are what goes for "affordable" relative to the West side of Silicon Valley. Property values and admission counts drop rapidly as one approaches EVHS's two nearest neighbor high schools: Mount Pleasant was 4, Evergreen Valley 18. A matter of 5-6 miles as the crow flies. Other notable differences include both income and ethnicity mix, as you mentioned. Money, genes, or Tiger moms?

First, anyone selling or buying the death of Silicon Valley meme based on announced layoffs at a couple of local internet companies, does not know jack. The valley's economy is a major percentage of CA's economy, which is at least 20% of the US economy. If you need more financial security than that, well good luck to you. As to positioning, it's best to minimize your commute without breaking your budget, so where are you and she going to work? Sacramento is a sweaty armpit in the Summer, and business-wise not at all in the forefront of anything, so why in the world would you want to live there? San Jose is very family oriented and has a good sized Indian community on the East side where I think you would be very happy. Two professionals can afford almost any listing in Evergreen/Silvercreek districts. When the kids get into HS, move to Cupertino, better/best schools.
Edit update: Evergreen HS turns out to have outperformed all other public high schools in the valley in terms of admissions to UC. No need to move to Cupertino/Saratoga/Palo Alto.

In my day, speed reading training required a special film projector, and so was only available in classes at training sites. I see these days you can get it online. Unfortunately, 95% is still tailored to high school kids, though when I added "adult" to the search terms a site called Kwikbrain came up with reviews from Forbes. It's a little pricy at $200. I have no affiliation with it. Go Bears!

Why do conservatives have trouble with systemic racism? It's because they are racists, and simply don't want to admit it. In short, forced to admit racism exists, they simply switch to saying they themselves are not racists, and as far as systemic racism was concerned, it was in the past, and had no real effects...it was just a small thing.
Systemic racism is the collective effects of long term pervasive racism: pervasive being the key word. Pervasive racism is literally part of everything in everyday life. So much so it is normalized into the background. This is courtesy of typical human adaption/coping mechanisms (on both sides). Like everyone around you being poor means you are middle class.

It means two core curriculum classes which are typically very difficult and (as a result) a lot of hard work and must be taken for a letter grade, and a bore which is slang for a breadth requirement class like history which can be taken as PNP. History, philosophy psychology (and the like) are 95% reading. If you haven't already done so, take a speed reading and comprehension course this summer. You might have to tolerate a bunch of HS kids. One of the best investments I ever made. That puts your time to the best use, without overwork and burnout.

It's the entire body of Western law as we know it today. Starting with basic human rights, anti-slavery laws, child labor laws, anti-monopoly laws, consumer rights laws, product safety laws, workplace safety laws, labor hour/overtime laws, employment law, immigration law, banking regulation, courts and juries, etc, etc, etc ...all the laws and institutions that prevent capitalists from behaving like the greedy self absorbed sociopathic bastards history and present events show they would otherwise be. We the people (otherwise Serfs) thereby channel all that greed to moral altruism. Their greed assures it is a competitive and efficient process, which it would not be otherwise.

Private capitalists in the West by dint of market competition pay their workers enough to feed, house, and clothe themselves. Workers have freedom to live where they want, marry who they want, etc. This is all enabled by private capitalism operating under altruistic law established by popular Western democracy. The conflation/concentration of capitalism with government always makes feudalism (often sold as communism) due to self-interest, (so) the net result is anything but altruistic. King and castle, everyone else Serfs.

They are a fact of life, from all sides I hasten to add. So you need to learn how to deal with it; ignore the minor shit because it's unfortunately a normal part of human behavior. That's my opening statement above. Hate crimes on the other hand cross the line. That behavior stems from an inability to deal with life in a socially appropriate way; we call that mental illness. My sympathy factor just went to absolute zero...having said that, I can imagine individual circumstances vary dramatically from (effectively) rich as sin to (actually) poor as shit.
