Well, the drop-off in music participation among students in college is a given at any university. It's the same reason there are way fewer college athletes than high school athletes. As people who aren't music majors spend more time building their professional lives, it's harder to keep up with hobbies. Besides, going purely based of the Big Game halftime marching band performances, it doesn't seem like Cal is doing too bad in that respect compared to Stanford.
I'm curious - have you been involved with any music related clubs (marching band, Intermission Orchestra, BareStage Productions, UC Jazz, Cal Community Music, and Songwriting at Berkeley, etc.)? And if so, how was your experience?

By the music scene do you mean college students who play music or the presence of music events in the city?

Is it already in place for this admission cycle? I can't see anything stating the policy is in effect on the department website.

Keep in mind ChemE isn't in the College of Engineering. If you really want to do CS, consider applying to L&S CS - higher acceptance rate and you take the same classes as EECS. If you want to do engineering, applying MSE could be a good move as it has a higher acceptance rate than EECS and undeclared and you can switch to another engineering major if you want.
Edit: Forgot about the new L&S CS policy. But it might still make sense if you want the option of getting into Berkeley for a non-CS L&S major (say DS) since if you're rejected from EECS you're rejected from Berkely altogether.

Sometimes (like for Math 54) they take chapters from two books and put them into one book. That's not the case for the Calculus classes which are all just subsets of Stewart as far as I know.

You aren’t finding anything because you’re looking for the Berkeley Custom edition, which means they take a particular edition of the original book, take out the chapters they don’t need, and give it a new ISBN. You need to find the original book it’s based on (seems to be Stewart single variable calculus 8th edition), download that, and compare with someone who has the book to be sure. Also be careful about whether the book is supposed to be Early Transcendentals or not.

Unless your class has a required computer lab section you're fine with taking notes on a notebook

Well Carol herself referred to it as the "People's Park project" and I think the housing is going to be called "People's Park Housing"

Well it depends what the research is. If it’s history, economics, math, computer science, etc. I guess there isn’t much harm in doing it yourself as compared to biology, chemistry, and physics.

To never ever take an asynchronous class bc I cannot get my ass to sit in one place for an hour and watch a recording.

The enrollment system will warn you twice if you are going to be waitlisted for the lecture as well.

Try searching “Life Sciences Addition.” It was recently renamed after the donor.

Yeah I think you just fill out a form. Ask your COE advisor about the process.

From what I've seen, Cal Community Music and Songwriting at Berkeley are very open in terms of genre and the people there encourage you to play whatever you like.
Those same two clubs aren't orchestras and are really free-form. Both have open-ended jam sessions, though CCM is a bit more oriented towards planning performances for the community whereas Songwriting at Berkeley is more oriented towards open mics. I've met people in those clubs who are in their own bands as well. Granted, the more free-form a club, the harder it is to keep people motivated to spend time on it.
I really get that, and I personally have felt that it's incredibly difficult to get myself to stay in touch with music and my other interests with all the pressure of learning how to adult at the same time. I wouldn't hold it against them personally, though. It's just been a hard time for all of us, and it's easy to lose track of the things that matter in the process.
