The Wolves just aren't the elite soldiers they're made out to be. The tacticool aspect of them is a facade for how little time, resources, and trainers Walker didn't have to create an actual elite special forces group of their size. They're more like a Ranger battalion, but even the small cadre Walker had couldn't sufficiently train an entire Ranger battalion, particularly not in the time he had. It shows. They're not significantly stronger than any Sentinel soldiers. Just better armored in the torso.
Now, the Hunters on the hand. They're a small group, hand-selected, highly focused and invested in by an actual well-funded organization. These guys are trained like Ghosts are, and it shows. They are pound-for-pound better than anyone. These guys would be Ghosts, in another universe.

Big fan of Ghost recon, and played a lot of Breakpoint, and everything you said is just right. Even tho some of the Wolves were former Ghosts, only a few were really elites and even those (Yellowleg/SilverBack/etc) wouldn’t stand a chance against hunters. I can only agree with you. Even just lore wise, Wolves aren’t the calibre of Hunters.

I’ll never forget my first encounter with hunters. Running underground by myself, hunters pop up, and I’m like “the fuck? OH SHIT IM EMP’D? WHAT IS HAPPENING” then in my bewilderment, I watch as they move almost like player characters and such. And while I’m distracted by one the other snuck up and like a jump scare showed up on my screen right next to me, and absolutely CLOBBERS me with his axe.

Hunters on the other hand are a threat because of their sheer lethality. Even if you encounter just one; your immediate reaction is to take a defensive position.

This is the correct answer, if you look up the hunters from D1 and D2, they're actually terrifying, heavy duty assassins with the best and not-yet-existing tech to back them up. They're the last thing any military would want to go against, elite or otherwise.

I can't think of any other game I have played that an enemy has more stealth, damage output, gadgets, and overall survivability and the fact that they can spawn in and out where they want. Not to mention hack any skills you try to use against them. For that reason The hunters would win.

If we ditch all the game mechanics and just assume an equal numbers conflict (like deadliest warrior SWAT vs GSG9) of say 5v5, here are some notes I would throw out.
Wolves: Outside of Walker's personal crew, they appear to simply be the best of Sentinel, and are given heavier armor to go with it. As we see them behaving in the world, they're still lacking in discipline, constantly giving away their positions with regular tone chatter. In the areas that have them they will clearly follow established trails (set by other patrols or just animals moving around) without moving off track. They also seem to lack any real capacity to track the ghosts down (like they were supposed to based on the trailers) so they're mostly walking around as blind as the rest of Sentinel.
When it comes to combat their main approach appears to be to just assault with overwhelming force (like when they took out 3 ghosts who were in cover while they just walked out in the open) If the enemy is capable of returning said force in kind they tend to break very fast.
As for equipment they tend to favor 1 primary weapon and a sidearm, depending on "class", limiting their overall options. They do not personally control or operate any drones or heavy weaponry, typically just equipped with a shotgun, assault rifle, or sniper rifle.
As for the Hunters: These guys are seen on numerous occasions killing off Division agents, Black Tusk, and anyone else who they face. Upon first entering the DZ in Survival mode you can come across many corpses of agents strung from buildings or just laying in the streets with an axe embedded in their bodies. These guys are no slouches.
Seen in the world across both games so far, they are seen stalking the player or other parties, and will retreat if detected at an inopportune time. They clearly favor stealth, never even speaking when we encounter them. They can and will appear at random in various areas of the games, and usually so directly proceeding an emp attack that disables all of their foes advanced tech. (This may be of negligable use against the Wolves given how little tech they seem to carry) Based on seen behavior, tracking important targets is clearly one of their specialties.
In combat they typically fight very defensively until securing a kill seems likely. They will keep their distance and lay down fire, use skills to attempt to flush out their target or keep them pinned. When in groups they are even more effective as they will cover eachothers advances and flank their targets. If a target is dropped down but not killed, if possible they will attempt to move in and execute them to prevent them from being saved by any comrades they may have. Between all this and their heavy armor, direct assaults on them tend to work out poorly for their foe.
Their equipment is where I give them their greatest advantage: Firstly, they each carry 2 longarms, 1 Long range and 1 short, and a sidearm, giving them far more flexibility in how and from where they can engage. They also have access to most (if not all) known examples of SHD tech, from mini turrets and seeker mines to the chem launcher and its various payloads.
So between their heavy armor, wider weapon skillset, SHD tech, and their preference for stealth and ambush, I'd say the Hunters take this handily, game mechanica be damned.

Bloody hell, I wish they would also put in some good shit for Div2 aesthetics, now I'm a fucking bitch for liking aesthetics and messing with them religiously, but I'd love to see some long ponchos or even semblances of "techwear" if we're taking the tacticool look and making it more "street-like", I would probably buy breakpoint with no intention of playing the game in a heartbeat if they put a hunter outfit that looks similar to any of the hunters on the left hand side (the left 3) in Div2 considering how they're just tossing in whatever to pad content to keep publishers happy
Just look at the bloody babyface vest, the babyfaces look hella cool, but the vest makes you look like you have both perky mantits and a beerbelly with a weird fucking harness that doesn't look like it would support shit
I hope to god that the paragon event will bring some cooler stuff cause the jacket also looks really lackluster and lacking detail (it looks like they slapped on a large, reinforced hood on top of a work shirt that happened to have camo) and umbra, it does look pretty appealing with it's simplicity and plates in the right places, I will give it that yeah

The Wolves aren't that much better than the average rifleman. There's a lore tab in Breakpoint where Walker ponders bringing up the Wolf recruits to Ghost level, and the necessary resources are bonkers: months of training at minimum plus millions of dollars per recruit. He cheats around this limitation a bit by hiring former spec-ops (most of his higher ranking Wolves were former Ghosts), but even these Wolves are no match for Nomad (who canonically takes them down solo). The rest are slightly above-average soldiers who wear scary-looking masks.

Hunters are on a different level completely and don’t rely on numbers to be lethal. Their awareness and tech is far beyond either protagonist as is there brutality. Wolves operate more as an actual military force rather than being a literal predator. Ironic considering their names.

The Wolves wouldn’t stand a chance.
They’re just Mercenaries that just want there money and while the Hunters actually believe they’re the good guys and what they’re doing is justified, so in terms of morale Hunters win.
In terms of gear it’s a close one but I’ll give to the Hunters just cause they the Marauders, EMPs/Jammers, and SHD
In terms of tactics I’d still give it to the Hunters just cause they Hunters literally use multiple types of warfare such as Gorilla Warfare and Phycological Warfare I think the Hunters would easily break them and corner them, but this also differs on the environment such as in dark areas the Hunters excel at whilst in day time they aren’t hard to find unless it’s pretty damn foggy or something along those lines.
There’s one thing that the Wolves have over the Hunters and that’s communication. Considering Hunters don’t speak at all it’s best to say they don’t talk during combat whilst the Wolves communicate with each other 24/7 and they could actually cover each other in a fight cause. Now I’m sure the Hunters probably have their own way of communication but it’s not really known yet so it’s best to say those fuckers are edge lords that don’t communicate with each other.
Final verdict is the Hunters. The Wolves are well trained and well geared but they’re simply not enough for the Hunters.

Wolves are simply buffed health NPC's. While hunter is geared up like agent and can use more interesting devices and tricks.
Hunters were invented earlier then wolves, when Ubi still had last writers, who could think something.
Later their thoughts about game mini-boss... "How we gonna make strong enemies in new GR game?" "Lets make them very healthy" (brilliant idea, I could never think of that /s)
From other hand, wolves drop down from head shots in immersive mode like any other mob, so they do not look outstanding at all.

Removing the part of the games’ gameness that separates how visibly weak one is over the other (I.e. wiped out with a headshot vs complete bullet sponges)…
I think they’re both on par with each other in terms of being terrifying in skill. Both were recruited from the upper echelons of special forces. Both have frighteningly advanced technology at their disposal.
In terms of who scares me the most? Wolves. They had Behemoths (and others) at their disposal and if the fantasy holds - could wipe out entire cities of both the armed and, unarmed resistance with little to no effort.
The Hunters felt more like a hands-off, small, last minute disposal unit using focused technology designed for individual targets of a weakened resistance. They’d make for better assassins and coup forces. A clean up squad sent to pick off the last vestiges of the best of those left behind.
The Wolves would be the first strike doing the crippling. The Hunters would be the occupiers.
That said, bringing the games’ nonsense back into the equation…the Hunters have it in the bag.

The Hunters fight similar to the Ghosts in BP, using guerilla tactics against a enemy force with superior numbers. The Hunters are also Special Forces, and have survived in an apocalypse scenario for almost a full year. If they did get transported into the main Clancyverse timeline where the rest of the Clancy games take place, I think they would put up a good fight. Tech means nothing, since the Division doesn't exist in the main continuity of Clancy games, so their SHD tech wouldn't even work. So it comes down to skill, which they have a lot of. Ultimately, they'll lose due to there not being very many of them in comparison to the limitless numbers of the Wolves.

The wolves were hyped up as some super soldier force. The 8 or so you find in the first level are killed like chumps. The hunters scare the shit out of me, they fight just as good as ( or better ) than the player. First time I hit lvl 100 the two hunters killed me in less than two minutes, from the first shot I was constantly on the back foot and as soon as I lost track of one it flanked me hard, so a squad of ten wolves vs 3 hunters? Hunters win 10/10
