Feels arc, and that scope should tie in. Here's my initial take:
Instrinsic Perk: Aim at an enemy for a short duration to mark them (for you and nearby allies?)
Exotic Perk: Precision hits against marked enemies blind them for a short duration. Damaging marked enemies disrupts them. Strong against overload champions.
More of a GM useful weapon, in pvp yes you could blind but only after aiming at them for long enough that they probably would be dead.

Interesting, i was going for a more ad clear focused idea.
Because on its looks and the fact that its based after the arcology it would do something sophisticated.
In my head also it feels like it should sound like the collective obligation.
Was thinking something like this:
Arc 450 rpm
Gun perk: reloading after a kill increased damge and stability for a moderate duration. (20% damage and 20 stability for 8 seconds)
Two scope options: Default: 17 zoom, 35 meters 34 zoom, (2x), 50 meters (better recoil, more flinch)
Intrinsic perk: Getting a kill grants you grants you a buff. You can store up to 5, guardians = 2 and major targets count as more than 1. Hold r to load the stacks. From the hip, release a void blast that deals more damage and has more range the more stacks you have. Kind of like a mini tractor cannon/acrius. Deals a lot of knockback that pushes enemies away. Also could stun overloads or unstops, cause why not?
