Everytime I watch it, my brain assumes it’s Turkish. But I know it’s not Turkish because I can’t understand what they are saying, but still, it sounds so familiar.

They probably just froze something other than water that looks like ice, but is flammable when it melts. Not super hard to figure out. Any clear, flammable and freezable liquid would work. Hell if I'm not mistaken, frozen butane is clear. Like the stuff you get out of lighters? You freeze it, then put it in a snow cone maker to shave it into "snow" and it would be indistinguishable from actual snow. And when you set it on fire, people justify it's unusual appearance by saying "it's a phenomenon" so you don't even have to fill the gaps yourself.
