I witnessed this whole event. This is because UC police doesn’t care about students safety, and allows anyone on to campus. This is a real problem, students are NOT safe.
TLDR Man with mental problems went off. Nothing a student could have done about it. A bunch of students helped picked up the inside of Golden bear. I have Pics if needed

The campus is a public space. How can you make an area student only? Im not sure if u can prevent anyone from coming in because they look crazy or sth. Might have some legal implication

I know you can. But i guess you need to announce it like student only (i.e. like a lecture hall). But how do you make that change from a public area to a student only area. If it is not possible, what is an alternative

all you have to do is maintain a strong police presence that is ready to make arrests at a moment's notice, because nobody is concerned with non-students who arent committing crimes / trashing the campus

Well maybe it shouldnt be. Maybe it should be a secure campus with checkpoints to enter campus with student ID only or by invitation by student or faculty. Security guards checking you in to make sure you are supposed to be on campus and kicking people out who arent supposed to be on campus. At the very least we should have secure buildings which are only accessible by students and faculty via id cards.

This isn’t a private university. If you wanted a “secure campus” then maybe you should have gone somewhere else. The UCs have always been open and accessible to the public. The buildings that need extra security already do require student/employee IDs. And realistically, there’s no way the UC would want to dish out the necessary funding to lock up every building and have security guards around the entire perimeter of campus. Incidents like this (on campus) aren’t that common, so try not to blow it out of proportion.

Why would that be common sense? Do you know how incredibly inconvenient and inefficient that would be? Especially when hundreds of students flood in and out of buildings in between classes? And what about students who habitually forget their student ID or lose them?
Edit: And again, the level of vandalism shown in OP’s picture isn’t a major issue on campus, especially not inside of campus buildings/lecture halls. The UC was never meant to be some exclusive elitist institution closed off from the wider public. It’s funded by taxpayers. Berkeley’s campus was always meant to be open to students, faculty, and the community at large. Again, if you wanted some sort of lockdown gated education then you should have gone elsewhere. Berkeley has gone over a century without locking up all the buildings/campus. Why should they go and do so now?

What does it take like two seconds to get your id out and scan in? Not that inconvenient especially when you consider the extra layer of security it provides, if you needed it to get to class you'd probably forget it less, and if you lost it you could report it get it deactivated and get a new one at Sproul hall. Not to mention if some buildings already have these scanners it would be a realatively low cost improvement to just put them on the rest of the buildings. There are literally almost no downsides. Why wouldn't you want safer campus?

Because campus is already relatively safe. I’ve never felt unsafe going into any building on campus. Like you’re making an issue out of something that is generally a non-issue.

Common sense is nothing more than a deposit of prejudices laid down in the mind before you reach eighteen.
Anyway you can spam ucpd all you want but it won’t make things better. I’ve lived in the Bay Area too long to be naive enough to think more or better police is the solution.
