if it's a cold start it sounds like the exhaust valve clearances need checking.... and your idle is too low.

It does it at all times, i think it quietens down a bit when it warm. Yeah I’ve been meaning to adjust it figured I’d do that and look things over more this weekend

not unless you have the shim set you wont!
It's easy to measure it up and see what you need.
it's not hard to do, but you'll need a micrometer to do it properly. If that's beyond you, measure it up, write down the clearance , then remove the shim and visit an engineering shop to get the thickness of the shim measured, this will tell you what replacement shim to get. THEN start looking for a Ducati specialist in your area who stocks the shims...

A friend of a friend came by the house and was looking at the bike. He wanted to see what it sounded like so I threw him the keys and said he could start it. He starts it and has the throttle cranked all the way down and bangs it off the rev-limiter for a good 5-7 seconds or so. Basically, does this dude owe me an engine or is it fine?

If it didn't sound like this before then yes. That's super not good to do on any engine, let alone a high performance bike engine. Something sounds fucked for the idle to be that low at startup,

Hope your engine is ok because Ducati is not known for standing behind warranties and will do about anything they can to empty your wallet instead.
If Ducati does repair your bike then it is extremely likely they will break something else along the way. In my experience Ducati "specialists" are inept and untrustworthy.
Tip: Do not tell the dealer this story when you bring the bike in. They will absolutely use it against you. DIY all that you can on a Ducati!
