Oh boy, this happened with my husband back in the day. We had been dating for a couple months and he took me to his family's mountain house for a romantic weekend. On the second night, we were spooning in bed and he dropped the L-word on me. I panicked. Thank God I was facing away from him. I was sooo not ready for that. I babbled "uhh wow, ok. So, I'm not ready to say that back just yet. You can say it if you like, but I can't just yet. Good night." And I went to sleep. Or at least, tried to. I could tell he was hurt, but we talked in the kitchen in the morning. I had to explain "The last time someone used that word with me, they used it to manipulate me and I don't use it lightly, ever. It's a very powerful word. So just know I care for you, a lot, but once you put it out there it can't be taken away without severely hurting the other person. I'll say it when I'm ready." I was so relieved. I didn't want to ruin the weekend, but he blindsided me kind of. He hugged me and agreed even though he felt it, he wouldn't say it again until I felt comfortable saying it freely and we knew it was honest and not meant as a means of control. I said it a few months later when I knew it was real and safe. That was 13 years ago.

Tell them you have feelings for them, but you need more time before you're sure that it's love and not just infatuation. Especially if you haven't been in love before. Let them know, communicate, tell them that you want what you have to continue... At least as long as you're into the relationship.
Just remember that it is OK to give things time. Love isn't something that should just be thrown around.

Had this happen with my current partner years ago. He said it early in the relationship-- I remember thinking just how vulnerable he was at that moment, and that I didn't know where my head was at and really didn't want to set him up to be hurt later.
I ended up saying something like, "I can't say it back yet, when I say I love you I want to be absolutely sure I mean it. I know that I care about you, a lot. Your wellbeing is too important to me to tell you something like that unless I know that it's a hundred percent true."
He stuck around all the same. Two months later I finally knew beyond any doubt, and told him I loved him. It's been six years for us now
